The Lok Sabha has certain powers that make it more powerful than the Rajya Sabha. This is because the Constitution of India has only made the Union Council of ministers responsible to the Lok Sabha, not to the Rajya Sabha.
The Members of Parliament, Lok Sabha are directly elected by the Indian public voting in Single-member districts and the Members of Parliament, Rajya Sabha are elected by the members of all State Legislative Assembly by proportional representation.
In money matters, Lok Sabha exercises more power. If any money related matters or the budget of the government is passed by the Lok Sabha, the Rajya Sabha cannot reject it. The Rajya Sabha can only suggest changes to it or delay the matter for 14 days. It is at Lok Sabha’s discretion to accept the changes or not.
The Lok Sabha exercises supreme power in the matter of money. Once the Lok Sabha passes the budget of the government or any other money related law the Rajya Sabha cannot reject it. The Rajya Sabha can only delay it by 14 days or suggest changes in it. The Lok Sabha may or may not accept these changes.
The Lok Sabha has the real and final authority in respect of Money Bills. 7. The Council of Ministers is not responsible to the Rajya Sabha. Therefore, a no-confidence motion cannot be introduced in the Rajya Sabha.
Members of Parliament in the Rajya Sabha enjoy special powers and responsibilities with regard to: Making laws on any subject in the State List; Making laws to create services at national level.
