The House of Representatives is referred to as the lower house of the United States Congress, because it has more Members than the Senate.
Congress. This is the term used to generally describe the Legislative Branch of the U.S. Government (House of Representatives AND Senate).
Laws are made by the men and women who are elected to Congress by the voters of each state. Congress is made up of two houses, just the way most of the state legislatures are made up. The upper house is called the Senate, and the lower house is called the House of Representatives.
As seen in Figure 1, California, Pennsylvania, and Illinois are rated as the most professionalized states. Overall, this ranking is largely due to these states high rate of pay. In contrast, the most citizen legislatures are New Hampshire and Utah – both of which have low rates of pay.

Job descriptions for state senators and representatives vary at state houses across the country. Public office is a full-time job in a handful of states, but elected officials in most states balance public and private careers. Accordingly, lawmakers in these states receive higher compensation and have larger staffs.
